Tensions rise as Dr. Matthews visits Sterling Point after an ordinance targeting slumlords passes

HOUSTON, TX – Activist Dr. Matthews and Houston City Council At-Large Councilmember Willie Davis toured the Sterling Point Apartments following the recent passage of a City of Houston ordinance aimed at targeting apartment complexes with repeated code and safety violations.

During the walkthrough, Dr. Matthews and residents raised concerns about broken gates, possible fire hazards, pest infestations, mold, damaged structures, and other maintenance issues at the property. Dr. Matthews stated the ordinance now carries penalties ranging from $250 to $2,000 per day per citation for apartment owners found in violation.

Councilmember Davis said the ordinance was refined to avoid penalizing compliant apartment owners while targeting what he described as “bad actors.” He stated the city worked with the apartment association and some of the good apartment owners before passing the measure.

A Houston Fire Department representative explained that some gate issues involved differences between Houston and Harris County fire code requirements and said certain gates must remain open when non-operational to allow emergency access.

The property manager told those gathered that the complex has approximately 1,179 units and said management has already begun repairs, including painting stairwells, replacing broken glass, addressing pest complaints, and obtaining bids for gate repairs and monument sign work. The manager stated the property has an action plan in place but said repairs “take time.”

Dr. Matthews encouraged the property to begin holding monthly town hall meetings with residents and city officials to address ongoing complaints and communicate repair timelines.

Tensions escalated near the end of the interaction after discussions regarding filming on the property and trespassing concerns. Dr. Matthews later stated she plans to continue bringing city officials and code enforcement personnel to apartment complexes where residents report unresolved issues.
