Complaint Filed Alleging Misconduct by Harris County Deputy Under Review

HARRIS COUNTY, TEXAS: A new complaint alleging misconduct by a Harris County sheriff’s deputy is under preliminary review, according to a community notice released this week.


The complaint involves a deputy identified as Kevin Thompson. The complainant has submitted photographic evidence showing visible injuries, including abrasions and bleeding to the knees, legs, and wrist. The injuries are alleged to have occurred during an encounter involving law enforcement.


In addition to the photographs, the reviewing team stated it is in possession of video footage that allegedly shows the deputy engaging in unprofessional conduct toward Harris County residents during an arrest. Officials said the video evidence is currently being preserved and reviewed as part of the intake process.


Ed Gonzalez has been formally notified of the complaint and the existence of the supporting evidence, according to the notice.


At this stage, officials emphasized that the allegations are not findings of fact. The matter remains under preliminary review, all evidence has been secured and preserved, and no conclusions have been reached.


Those handling the complaint said the presence of documented injuries and recorded conduct, if substantiated, raises serious concerns that warrant independent review and transparency, particularly in cases involving interactions between law enforcement and civilians.


The team reviewing the complaint said it is documenting all evidence, preserving original files, timestamps, and metadata, and examining the matter for potential civil rights implications. Officials also stated they are determining appropriate oversight, accountability, and referral pathways.


In a statement, Dr. Candice Matthews said, “When complaints come in with photographic and video evidence, they must be taken seriously. Transparency protects the public and the integrity of ethical officers who serve honorably.”
